Direct peace talks between the Democratic Republic of Congo (DRC) government and the M23 rebel group will begin March 18th in Luanda, Angola, mediated by Angolan President Joao Lourenço. The M23, backed by Rwandan troops, has seized territory in eastern DRC. Negotiations had stalled due to the DRC president's refusal to engage with the M23. The DRC accuses Rwanda of exploiting mineral resources, while Rwanda cites security concerns related to the presence of FDLR rebels along the border.
